GREEN Grants through the American Recovery and Reinvestment Act of 2009

On February 17, 2009 President Barack Obama signed into law the American Recovery and Reinvestment Act (ARRA) of 2009. The purpose of the ARRA is to preserve and create jobs and promote economic recovery. The ARRA invests in many programs including energy efficiency projects. ARRA funds will support the GREEN Grant program.

The GREEN (Green Residential Energy Efficienct Neighborhoods) Grant is a multi-level approach toward improving the energy efficiency of residential units. Residents with limited incomes are susceptible to high and fluctuating energy costs, for which their income does not adjust accordingly. Lower income households such as seniors and disabled are disproportionately impacted by rising energy costs. GREEN Grants will focus on energy efficient home improvement grants. All improvements will be conducted by a licensed contractor. A limited number of grants are available to single family, owner occupied residential properties on a first come first served basis.

The GREEN Grant will provide bundled energy conservation measures such as in-home energy audits, energy education, weatherization including attic insulation, appliance replacement, water conservation, and energy lighting on a leveraged basis, depending upon income qualification. Those households that meet the California Public Utilities Commission Low Income Energy Efficiency (LIEE) income guidelines will receive qualifying measures at no cost.

 The Monrovia GREEN Grant will benefit the environment through installation of energy saving measures in residential structures and it will also create "green collar" jobs. This project is expected to create training positions for unemployed and low income youth. They will receive skill development and on the job training in the installation of residential energy saving devices. These youth will receive additional green training that includes energy education and energy audit instruction which increases their ability to understand the value of reducing the carbon footprint within a residential dwelling. Upon successful completion of the job training component of the Monrovia GREEN Grants, LA Works will provide job placement services to these youth, to help them find permanent green industry jobs.

How Do I Qualify?
The general requirements are:

  • Eligible properties must be owner occupied single family homes or owner occupied duplexes in the City of Monrovia.
  • Participants must complete GREEN Grant applications.
  • Owners must meet income requirements. The maximum eligible income based on family size is shown in the schedule below.
